build: lock libc (sendmmsg dep from the previous commit)

Cargo.lock update for the Linux-only `libc` dependency added in c24b571 (batched sendmmsg send). Keeps the lockfile in sync with Cargo.toml. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
