Mirror apple.yml's shape — drop the job-level env + defaults blocks; set CARGO_WORKSPACE_DIR
from $GITHUB_WORKSPACE in a step (Gitea can't resolve github.workspace at job-env-eval time)
and use per-step shell: powershell.
