wdk-build find_top_level_cargo_manifest() walks UP from OUT_DIR to the first ancestor with a Cargo.lock; the relocated CARGO_TARGET_DIR=C:\\t\\drvws hid the workspace lock (ancestors C:\\t, C:\\ have none) -> the "Cargo.lock should exist" panic.
