The Windows twin of nvenc_cuda_reconfigure_no_idr, green on the .173 RTX box (release profile — the dev-profile test binary trips a pre-existing LNK2019 on the sdk crate's unused safe EncodeAPI statics, which release LTO strips). Chasing this also uncovered why the live A/B kept rebuilding: the PunktfunkHost service runs C:\Users\Public\punktfunk-native's exe, not the Developer clone deploy-host.ps1 had been rebuilding.
